About the Role

The Gauteng Department of Health is seeking a highly organized and detail-oriented professional to join the Supply Chain Management directorate at the Far East Rand Hospital as an Administration Officer (Asset Manager). This is a pivotal role responsible for the comprehensive lifecycle management of all hospital assets, ensuring accountability, compliance, and optimal utilization. You will be the central figure in maintaining the integrity of the asset register, overseeing movements, and implementing stringent control measures to safeguard institutional resources.

Key Responsibilities

Your core duties will encompass the full spectrum of asset management within a public healthcare environment:

· Asset Register Management: Ensure the institution’s asset register is meticulously updated, accurate, and reflective of all current assets. All assets must be correctly barcoded and captured on the relevant systems.
· Verification and Reconciliation: Conduct regular and scheduled asset verification exercises. Prepare and submit a detailed monthly reconciliation report to account for all assets.
· Movement and Control: Authorize and control the internal and external movement of assets, maintaining a clear audit trail for all transfers, loans, and disposals.
· Acquisition and Disposal: Oversee and verify the proper acquisition of new assets. Manage the formal condemning and disposal process for obsolete or damaged equipment in strict compliance with relevant policies, ensuring the hospital environment is clear of scrap material.
· Committee Participation: Serve as a key member of the hospital’s equipment committee and other relevant forums. Provide detailed reports on the status (functional and non-functional) of assets, collaborating closely with clinical and operational end-users.
· Policy Compliance: Ensure all asset management activities adhere to the Asset Management Policy, Supply Chain Management Policy, PFMA, Treasury Regulations, PPPFA, and the Theft and Loss Policy.
· Additional SCM Duties: Perform other related Supply Chain Management functions as delegated by the manager to support the smooth operation of the entire department.

Minimum Requirements

Education and Experience:

· Option A: Grade 12 certificate or equivalent plus a minimum of 3 years’ experience in Supply Chain Management or Asset Management.
· Option B: A recognized National Diploma/Degree in Supply Chain Management, Asset Management, Logistics, Business Administration, Public Administration, or a related relevant qualification plus 2 years’ experience in Supply Chain Management or Asset Management.

Essential Knowledge and Skills:

· In-depth knowledge of public sector policies including Asset Management guidelines, Supply Chain Management policy, Inventory Management policy, PFMA, PPPFA, and Treasury Regulations.
· A firm understanding and commitment to the Batho Pele Principles.
· Proven problem-solving, analytical, and conflict management abilities.
· Exceptional organizational skills with the capacity to work accurately under pressure and meet strict deadlines.
· Strong interpersonal skills with excellent written and verbal communication proficiency.
