Job Purpose:
To deliver comprehensive, efficient, and effective high-level administrative support services to the Performance Compliance and Impact Assessment Management Section. This role is critical in ensuring the smooth operational functioning of the section, enabling it to fulfill its mandate of monitoring municipal performance, ensuring compliance, and assessing the impact of city programs and policies. The successful candidate will act as a central administrative pillar, coordinating financial, procurement, and records management to support strategic objectives.

Minimum Appointment Requirements:

· A Grade 12 certificate is mandatory.
· A minimum of two years of relevant hands-on experience in operational administrative support, specifically within an executive performance management environment or a similar high-functioning office is essential.
· Demonstrated computer literacy and proficiency in office management software suites is required.
· Possession of a valid Code B driving licence is a distinct advantage.
· All shortlisted candidates must undergo a mandatory criminal record check. Applicants shall be required to have their fingerprints taken by the Tshwane Metro Police Department at their own cost as part of this vetting process.

Primary Functions and Key Performance Areas:

  1. Provision of Efficient Administrative and Operational Support:
    Serve as the administrative backbone for the section by maintaining and streamlining all relevant operational procedures, ensuring they are accessible to all staff members. Develop and curate a comprehensive archive of standardized templates for reports, submissions, and communications to ensure consistency and efficiency. Oversee the management and audit of all assets within the section. Manage both physical and electronic filing systems to ensure impeccable record-keeping. Handle the meticulous dissemination of information and documents to internal and external stakeholders upon request. Take full responsibility for managing all incoming and outgoing mail and correspondence.
  2. Effective Financial Management and Control:
    Execute and monitor all financial activities for the section with a high degree of accuracy. This includes the execution of procurement processes for goods and services in strict compliance with municipal supply chain management policies. You will coordinate the preparation of periodic financial reports, manage and administer cash flow projections, and compile detailed budget reports and submissions on behalf of the section. A key function is to vigilantly identify and report on instances of overspending or underspending. Ensure effective control of expenditure by maintaining a proper, auditable record-keeping system for all financial documents.
  3. Procurement Coordination and Compliance Monitoring:
    Monitor and control the entire procurement and payment cycle to guarantee adherence to policy and timely settlement of invoices. You will actively monitor the implementation of procurement policies, ensuring they align with broader developmental objectives, deliver value for money, and meet specified delivery mechanisms and targets. Your role is crucial in safeguarding governance and financial integrity within the section’s operations.
  4. General Office and Section Management:
    Oversee the administration and management of leave registers for the section to ensure accurate HR records. Manage the efficient circulation of information within the section and to other departments. You will be expected to carry out additional ad-hoc administrative duties as directed by the section head to support the overall goals of performance compliance and impact assessment.
